OSCE/ODIHR Discussion Paper on Election Observation and Electronic Voting

The OSCE/ODIHR has already released their "Discussion Paper in preparation for guidelines on observation of electronic voting". As those involved in e-voting know, e-observation is one of the key features to succeed when implementing any kind of electronic voting. The OSCE/ODIHR will welcom any comments you may have, and in our opinion we must think about it from a multidimensional approach.

E-voting in Kazakhstan

Following an official invitation from the authorities of Kazakhstan, the ODIHR has decided to deploy an election observation mission (EOM) to Kazakhstan for the parliamentary elections scheduled for 18 August. In this respect, the core team will include an E-voting Expert, as e-voting will be used in around 15% of the polling stations.

OSCE mission in France

Next Monday begins the OSCE Observation Mission in France within the Presidential Elections of April 22nd. and May 6th. I will join the OSCE team as an e-voting expert. We expect to assess the performance of the three platforms accepted in France (Nedap, ES-S and Indra).

OSCE observation mission in Netherlands

The OSCE deploys an observation mission to the Dutch elections (Novembre 22nd). Netherlands were using Nedap's e-voting machines without major problems, but an Irish report has recently pointed out some technical weaknesses and this is maybe the reason of the official invitation to the OSCE . There are two e-voting experts: Tarvi Martens (Estonia) and Douglas Jones (USA).
