III Congreso Internacional de la SOMEE

Entre los días 28 y 30 de octubre de 2009 la Sociedad Mexicana de Estudios Electorales (SOMEE) celebrará su III Congreso Internacional en la Universidad de Salamanca. Entre las diferentes áreas temáticas encontraréis una dedicada al voto electrónico, co-coordinada por Juan Reyes del Campillo y Josep Mª Reniu.

OSCE/ODIHR Discussion Paper on Election Observation and Electronic Voting

The OSCE/ODIHR has already released their "Discussion Paper in preparation for guidelines on observation of electronic voting". As those involved in e-voting know, e-observation is one of the key features to succeed when implementing any kind of electronic voting. The OSCE/ODIHR will welcom any comments you may have, and in our opinion we must think about it from a multidimensional approach.

ECPR pannel on e-voting

Finally it seems that we'll be able to meet anyone interested in e-voting for the next ECPR meeting to be held in Postdam.
Please do not hesitate to contact me (or to re-contact, as there was some colleagues initially pre-registered that I informed them that our panel was rejected...).

The above panel will be uploaded onto the website by 1st November, when the call for papers will be circulated and the online paper proposal system will be activated.

Additional Guidelines for Panel Chairs

Panel Chairs must accept a minimum of 4 and a maximum of 5 papers for presentation on their panels. They may also accept a further 2 papers to be tabled at the panel. Tabled papers may not be presented at the panel, but the authors will appear in the official programme as tabled papers and they may participate in the discussion from the floor. These papers should be circulated in advance, and discussants and other paper-givers may refer to these papers in their comments. In the event of scheduled paper-givers failing to attend the panel, the tabled papers may act as a reserve and be presented instead. All participants in a panel who attend the Conference (Chairs, paper presenters, authors of tabled papers and discussants) must pre-register by 1 June 2009 in order to appear in the official programme.

El Barça i les TIC

Encara que sembli rar, té el seu sentit parlar del FC Barcelona en un blog sobre vot electrònic. I, perquè? (que diria la Terribas)... Doncs perquè el procés electoral de la moció de censura que ha viscut l'entitat ens permet de posar de relleu les potencialitats que l'ús d'una solució de vot electrònic remot hagués comportat. El principal element positiu hagués estat la facilitat d'emetre el vot des de qualsevol punt del planeta per a un percentatge molt elevat de socis que no resideixen a Barcelona i que no han pogut desplaçar-se a l'estadi per a emetre el seu vot de forma presencial. Es podrà dir, també, que l'alternativa del vot per correu hagués estat una bona opció. Certament. Però sembla força evident que una institució com el FCB, rellevant en la nostra societat, hagués pogut apostar per a implementar les TIC en aquest àmbit. Les experiències de vot remot són força nombroses ja, no només en l'àmbit públic com en el cas d'Estònia, sinó també en el món empresarial a casa nostra.
Per altra banda, també hagués estat força encertat l'ús d'urnes electròniques en substitució de les urnes tradicionals de paper, per fer més àgil l'emisió del vot i el recompte, tot i que els resultats varen tindre's amb força rapidesa.
De totes formes, la nostra opinió és que cal una aposta decidida per a oferir nous canals complementaris per a la participació (no només en les eleccions a "can Barça", obviament!). Les TIC ens permeten de fer-ho, compatibilitzant les tecnologies tradicionals (paper i urna de metacrilat) amb les noves, de manera que qui no participi sigui realment perquè no vol, i no pas perquè no pot.

MESG - Master in Services Engineering and Management (University of Porto)

The Faculty of Engineering of the University of Porto (FEUP) is starting this September the 2nd Edition of the Master in Services Engineering and Management www.fe.up.pt/mesg (MESG: Mestrado em Engenharia de Serviços e Gestão), a 2 year (120 ECTS) programme, under the Bologna framework.
This Master in Service Engineering and Management aims at developing competences to conceive, design, implement and operate technology enabled service systems. MESG is directed to graduates in Engineering, Science, Economics or Management, who want to develop their career in service development, design and management, either in services or in the manufacturing industries.
During the 2 year period, master students may choose to study a semester in other University under a similar approved programme. The final semester involves a full-time project in the context of an external organization or in a research unit of the University, in both cases under academic supervision.
This master programme has received strong support from several institutions, such as IBM, McKinsey, Accenture, Wipro, IBS, CPC-HS, Banco BPI, Deloitte, SONAE, SAGE, Novabase, and Portugal Telecom. These companies and FEUP will sponsor the best candidates in their master projects.
FEUP has several well established research and academic exchange programmes with many European and Brazilian universities, e.g., under the ERASMUS and MOBILE initiatives, and is involved in several joint research and academic initiatives with leading USA universities, such as the MIT, CMU and UTA. FEUP is a member of CEASER, Conference of European Schools for Advanced Engineering Education and Research.
This Master in Services Engineering and Management follows from the long and successful experience of the University of Porto in related programmes, in particular the following ones:
· MIEIG – Master in IEM - Industrial Engineering and Management, established in 1991, the top programme in IEM in Portugal, according to www.fup.pt (in Portuguese).
· MIEIC – Master in Informatics and Computing Engineering, established in 1994, the top programme in ICE in Portugal, according to www.fup.pt (in Portuguese).
· DEIG – Doctorate in IEM - Industrial Engineering and Management, established in 2003, the unique IEM doctorate programme in IEM in Portugal.

PhD Studentship in Representation and Democracy Studies

Department of Government - University of Strathclyde (Glasgow)

Applications are invited for a PhD Studentship in the Department of Government. Candidates should have a particular interest in conducting research that examines aspects of political and legislative representation, either from an institutional or behavioural perspective. Topics may seek to further the existing research on legislative representation or may seek to compare ‘traditional' models of political representation with alternative models such as direct, deliberative or participatory democracy. The successful candidate may be affiliated with the Department's new Centre for Elections and Representation Studies which is to be launched in 2008.
Applicants should provide a thesis proposal (not to exceed 2,000 words) in which they identify an original research topic, place the topic within the existing literature and present a clearly articulated research design. Candidates with an interest in quantitative research and analysis are especially encouraged to apply though proposals drawing on qualitative approaches will also be considered. While research topics focusing on single country studies will be considered, proposals that include a comparative component would be particularly welcome.
The PhD studentship in Representation and Democracy Studies is available from September 2008 for three years, subject to satisfactory progress, and covers tuition fees at the UK/EU rate and an annual bursary of £10,000.
Along with the thesis proposal applicants should also provide a full curriculum vitae, and the names and addresses (including email) of two academic referees.
